Some do...

Most hit music, hip hop and some country stations do it. Usually the songs are 2% or 3% faster.

The practice dates back to the birth of top 40 radio. Some program directors thought the music sounded brighter or happier when sped up.

I've worked in radio for 17 years. Every hit music station I've worked at has pitched the music 2%. One hip-hop station did 3%.

As a side note, I own a Houston DJ service and usually speed up my music by 2% so it matches the local radio stations.
References :
http://www.awesomeproms.com

Sometimes the artist does a song just for the radio stations to play. It is really stupid. I hate hearing a song on the radio and loving it, than go to buy the CD and the lyrics and beat is a little off.
